Law Strengthening Law Enforcement Retirement Benefits Signed Into Law

OKLAHOMA CITY – Rep. Mark Chapman, R-Broken Arrow, today commented on the signing of House Bill 1739 , a measure relating to the Oklahoma Law Enforcement Retirement System. HB1739 updates provisions within the Oklahoma Law Enforcement Retirement System to strengthen benefits for those who serve in law enforcement. "This bill reinstates an increased benefit to officers hired since 2012 fixing a divide among the members and ensuring successful recruitment and retention," Chapman said. "I appreciate the work Pro Tem Paxton put into helping get this across the finish line and I am grateful to the Oklahoma State Troopers Association for their support and input along the way. This makes sure there is real support in place for the people who risk everything to protect our communities." The measure also modifies contribution structures within the system and clarifies eligibility for certain retirement benefits, helping ensure long-term stability while maintaining support for active and retired members. Chapman said the bill was shaped with input from law enforcement, including the Oklahoma State Troopers Association. "On behalf of the Oklahoma State Troopers Association, I want to extend our sincere appreciation to Representative Chapman for his leadership in passing this important legislation," said Trooper C.J. Williams, president of the Oklahoma State Troopers Association. "His commitment to public safety and to the men and women of the Oklahoma Highway Patrol will have a lasting impact across our state. This measure strengthens our ability to serve and protect Oklahomans, and we are grateful for his continued support of law enforcement." House Bill 1739 takes effect July 1, 2026.

Measure Creating Cyber Crime Unit Advances from House Floor

OKLAHOMA CITY – Rep. Mark Chapman, R-Broken Arrow, secured passage this past week of a measure in the House Appropriations and Budget Committee that would strengthen Oklahoma’s ability to investigate cyber-related crimes and financial fraud. Senate Bill 1859 would create a Cyber Crime and Fraud Unit within the Oklahoma State Bureau of Investigation focused on investigating cyber-enabled criminal activity, including network breaches, ransomware, identity theft and other forms of digital fraud.  The unit would provide digital forensics, technical assistance and training to law enforcement agencies while coordinating with federal, state, tribal and local partners on investigations.  "Cybercrime is not something most people see day to day, but it’s happening constantly and it’s getting more sophisticated," Chapman said. "We need to make sure our investigators have the expertise and support when these cases land on their desks instead of asking local agencies to figure it out on their own."  In addition to establishing the unit, the bill creates a revolving fund to support its operations and ensure resources are available to carry out its responsibilities.  SB1859 passed on the House floor and now heads to the Governor's desk for final approval.

Chapman Bills Advance to Senate

OKLAHOMA CITY – Three measures by Rep. Mark Chapman, R-Broken Arrow, passed the Oklahoma House of Representatives this week and now move to the Senate for further consideration. "I’m grateful to my colleagues in the House for supporting these measures," Chapman said. "Each of these bills addresses a different area of state policy, but they all focus on strengthening our systems and making sure state law is clear, consistent and working the way it should for Oklahomans." One of the measures, House Bill 3787 , clarifies that candidates for municipal office as well as individuals serving on school district and technology center school district boards of education must be qualified electors as defined by the Oklahoma Constitution. The measure helps ensure consistency in state law by making clear that these requirements apply across multiple levels of public office. The bill also reinforces existing language requiring candidates for state and county offices to meet qualified elector standards. Another measure, House Bill 4191 , modifies provisions of the Small Employer Quality Jobs Incentive Act administered by the Oklahoma Department of Commerce. The bill updates investment requirements and other program provisions to help ensure the program continues supporting job creation and economic development across the state. Chapman also advanced House Bill 1739 , which addresses provisions related to the Oklahoma Law Enforcement Retirement System. The bill adjusts employer and employee contribution rates and clarifies eligibility for certain retirement benefit calculations. All three measures now move to the Oklahoma Senate for further consideration.
